Dear Bryan,
I write with reference to your email requesting conditions for the above venue. The hearing before the Licensing Sub-Committee is due to take place on Thursday of this week.
In relation to your conditions. My Clients have no issues with the conditions that are numbered 4, 6, 9 and 11 on your schedule and these are accepted.
We would ask you to consider an amendment to the condition 1, the CCTV condition due to the nature of the premises and their infrequent use as an event space/product launch facility. The numbers attending at any time would be modest. My clients would ask that this be worded as follows:- “The premises shall install and maintain a comprehensive CCTV system as per the minimum requirements of the Westminster Police Licensing Team. All entry and exit points will be covered and also the ground floor external court yard area. The CCTV system shall continually record whilst the premises is open for licensable activities and during all times when customers remain on the premises. All recordings shall be stored for a minimum period of 31 days with date and time stamping. Viewing of recordings shall be made available immediately upon the request of police or authorised officers throughout the entire 31 day period.”
The premises currently have a CCTV system which complies with this condition. The only concern my clients have with the wording of your suggested condition is that the system might not enable frontal identification of every person that is entering into the premises. There is a quality CCTV system in place which covers the whole of the building including the external area and we would hope in the circumstances that this slightly amended wording of the condition would be acceptable to you and can confirm that the other 4 conditions listed are accepted.
